The National Student Financial Aid Scheme (NSFAS) is currently in the process of finalising the year-end reconciliation of allowance data received from universities. This process encompasses the evaluation of students who may not have received allowance payments from NSFAS during 2023 that they were entitled to.
NSFAS provides comprehensive bursaries to students at public universities and Technical and Vocational Education and Training (TVET) colleges in South Africa. These students receive several allowances to cover the costs associated with their studies.
The financial aid scheme explains that the reconciliation process is critical in ensuring all students receive the allowance allocation they are entitled to.
The reconciliation of data is an important measure to enable NSFAS to disburse accurate allowances to the rightful recipients and also ensure that NSFAS addresses instances of over or under-disbursement of allowances.
The data reconciliation process also accommodates changes to the types of allowances students receive. The type of allowance a student receives will change if their living arrangement changes which dictates whether they receive an accommodation allowance, an accommodation allowance for catered residential accommodation or whether they received transport allowance.
NSFAS says they are working with intuitions to minimise delay to avoid delays in the processing of allowance payments.
The financial aid scheme also apologised for the impact these delays are having on students. The dire consequences of unpaid NSFAS allowances have been underscored by reports that over a thousand students at North-West University did not receive their allowances for November 2023.
Failure to pay allowances to students has left them hungry and without money to return home from their campuses.
NSFAS is in touch with all affected universities in order to mitigate the impact of these delays, particularly considering that students have to go home for their festive season recess.
How NSFAS Allowances Payments Work
NSFAS explained that university students receive ten allowance payments annually. These payments are made from February to November.
Universities allowances are distributed in ten (10) instalments, corresponding to the ten (10) months from February to November.
NSFAS explained that payments in December are a result of the year-end reconciliation of the final data received from institutions.
The end-of-October payment for the November allowances is intended to be the 10th and final instalment of the 2023 academic year allowance and no further allowances are schooled for December in the case of the mop-up payments (final disbursements).
Mop-up payments are payments made after financial reconciliations are made, owing to the different exceptions and allowance types offered by NSFAS to its beneficiaries. These payments are necessary to address any outstanding allowances that may not have been captured in the initial disbursement process.
The disbursement of the 2023 Mop-up allowances is currently being executed, and the payment for these allowances will be included in the final disbursement which is currently underway.
