Unemployed South African youth with a Grade 12 or NQF Level 4 equivalent qualification are invited to apply for the Department of Home Affairs (DHA) Cadet Learnership Programme 2026/27.
The Cadet Learnership Programme is being offered in collaboration with the Public Service Education and Training Authority (PSETA) and will run for a period of 12 months. Successful applicants will receive a monthly stipend for the duration of the learnership contract.
About the Department of Home Affairs Cadet Learnership
The 12-month Cadet Learnership Programme is a youth development and empowerment initiative aimed at helping unemployed young people gain the skills, knowledge and practical experience needed to enter the labour market.
The programme supports the objectives of the National Development Plan by providing structured opportunities that combine theoretical learning with experiential training.
The learnership includes both theoretical and practical components and is focused on the National Certificate: Immigration Services. Through the programme, learners will be exposed to the core business of the Department of Home Affairs, particularly its Immigration Services operations.
Preference may be given to applicants who live close to the office where the learnership position is based.
Who can apply for the Home Affairs Cadet Learnership?
Applications are invited from unemployed youth who meet the required qualification criteria.
Applicants must have obtained a Grade 12 certificate or an NQF Level 4 equivalent qualification.
Applicants who have previously participated in a Public Service Youth Development Programme, as outlined in the Directive on the Employment of Persons in Developmental Programmes in the Public Service issued by the Minister for the Public Service and Administration, will not be eligible for consideration.
Applicants who are currently receiving any form of financial assistance from government for a youth development programme will also not be eligible.
What will successful applicants receive?
Successful candidates will participate in the Cadet Learnership Programme for 12 months and will receive a monthly stipend for the duration of the contract.
The programme is designed to provide unemployed youth with practical workplace exposure while developing their knowledge and skills in Immigration Services.
How to apply for the Department of Home Affairs learnership
Applications must be submitted by email or delivered to the relevant address specified at the bottom of the individual learnership posts.
Applicants must submit a fully completed Application for Employment Form (New Z83), which has been effective since 1 January 2021. The form can be obtained from the Department of Public Service and Administration website.
Applicants must cite the correct post number and job title when completing and submitting their application.
A comprehensive CV must also be submitted. The CV should include the following information for each period of employment:
Start and end dates in the format dd/mm/yy, the job title, duties performed and the reason for leaving the position.
Applicants must also provide the details of at least two contactable employment references, preferably the most recent references available.
Documents required
Shortlisted candidates will be required to submit copies of their ID document and Grade 12 certificate.
Applicants who hold foreign qualifications must provide the evaluated results of those qualifications as received from the South African Qualifications Authority (SAQA).
Home Affairs learnership selection process
Successful candidates will be required to undergo pre-employment screening and security checks.
The Department of Home Affairs reserves the right to place or reject applications according to its service delivery needs and requirements.
Due to the expected high number of applications, applicants should note that applications will not be acknowledged in writing.
The Department has a systematic selection process in place to identify suitable candidates, and only a limited number of applicants will ultimately be selected for the Cadet Learnership Programme.

Applicants should ensure that they meet all the requirements and submit the requested documents before the closing date.
It is also important to carefully check the relevant post number, job title, application method and address or email details provided for each available position before submitting an application.
Only applicants who meet the eligibility requirements and successfully progress through the selection process will be considered for placement in the 12-month programme.
