Historic debt refers to student fees a student owes to a University from previous years. This also applies to NSFAS students who have students fees they were paying on their own for a part of their duration of study.
Usually the rule at institutions is that students need to pay a certain fraction of their historic debt or it should be a specific total to allow them to register. This has been at the centre of protests which are now seeming to become a yearly event.
Since NSFAS changed their policy from a loan scheme to a bursary scheme, historic debt seems to be more of an issue for students who were funded by NSFAS before 2018.
