Housing Development Agency (HDA) is a South African government entity established to support the development of sustainable human settlements and improve access to housing for low-income communities.
The HDA operates under the Department of Human Settlements and was created in terms of the Housing Development Agency Act of 2008.
The agency’s main role is to help identify, acquire, prepare and release land for housing and infrastructure development across South Africa. It also assists provinces and municipalities with planning, project management and the implementation of housing projects.
The HDA works on projects linked to:
- Affordable housing development
- Informal settlement upgrading
- Land acquisition and management
- Community residential development
- Urban regeneration and infrastructure support
One of the agency’s key goals is to help government address South Africa’s housing backlog while promoting integrated and sustainable communities.
The HDA also partners with municipalities, provincial governments, developers and other public sector institutions to accelerate housing delivery and improve living conditions for South Africans.
