The Gauteng Partnership Fund (GPF) is a public entity wholly owned by the Gauteng Department of Human Settlements. Established to serve as the department's capital-raising and implementing agent, the GPF focuses on developing integrated, sustainable human settlements across the Gauteng City Region.
Its core mandate includes funding, implementing, and managing large-scale housing projects, as well as overseeing strategic provincial land and property assets to ensure efficient delivery of mega human settlement developments .
To fulfill its mission, the GPF offers a range of innovative funding instruments designed to share project risk with the private sector and attract investment into affordable housing. These include the Entrepreneur Empowerment Property Fund (EEPF), which supports 100% Historically Disadvantaged Individual (HDI)-owned companies, and the Kasi-4-Real programme, aimed at revitalizing township real estate.
Other funding products target rental housing, student accommodation, commercial housing, and social housing. By leveraging public-private partnerships, the GPF accelerates the delivery of affordable rental housing near economic opportunities, contributing to the socioeconomic upliftment of Gauteng communities.
Since its inception, the GPF has played a pivotal role in transforming the property landscape in Gauteng. It has facilitated the development of over 20,000 homes across various typologies in Johannesburg and Tshwane CBDs, created approximately 130,000 job opportunities, and managed a project pipeline exceeding R2.2 billion.
Through strategic partnerships and innovative financing, the GPF continues to drive inclusive growth, improve housing accessibility, and contribute to Gauteng's economic recovery and urban development.
